BOOM Awards organizers issue call for nominations

New awards recognize Michigan residents with disabilities

who excel as entrepreneurs, athletes or employees

LANSING, Mich. – The search is on for three Michigan residents who have shattered stereotypes about what people with disabilities can do, as a call for nominations goes out for the new BOOM Awards.

Nominations for Entrepreneur of the Year, Employee of the Year and Athlete of the Year will be accepted through Aug. 1, 2013. Forms are available at http://library.constantcontact.com/download/get/file/1102591619935-213/BOOM_Awards-REWRITE2013.pdf

“The BOOM Awards are designed to recognize the contributions of people with disabilities as entrepreneurs, athletes and employees,” said Justin Caine, president of the BOOM Awards Board and co-owner of the Lansing-based Good Fruit Video production company. “The best way to encourage people to push their limits is to show them someone who’s done it and succeeded spectacularly – that’s what we hope the BOOM Awards will do.”

Winners will be recognized Nov. 6 at the annual “re: con – The Convention of New Beginnings,” which attracts more than 300 providers of services for people with disabilities and is organized by MARO and the Michigan Rehabilitation Association. Winners will receive an award hand-crafted by people with disabilities; a one-minute video produced about their journey; and an invitation to help nominate and select future award recipients.

Dean Transportation, which provides bus transportation for nearly 20,000 students with disabilities across Michigan, is the lead sponsor of the awards. Other sponsors are Michigan State University Federal Credit Union and Plante Moran. In-kind sponsors include MARO, a statewide association of service providers, Good Fruit Video and the strategic communications firm Truscott Rossman.

“Dean Transportation is committed to getting people with disabilities where they want to go,” said Kellie Dean, owner. “We do that in a very literal sense with our bus service, but we are also proud to sponsor initiatives like BOOM that support people with disabilities in other ways.”

Nominees must be residents of the state of Michigan and have demonstrated excellence over an extended period.

LIFE SKILLS BOOK PUMPS UP THE VOLUME ON SELF-ESTEEM

Author/Motivational Speaker Leads Youth Down a Path To Dignity and Fulfillment.

Detroit, MI — They said it couldn’t  be done. When journalist, Denise Crittendon, first began writing empowerment books for youth, more than one acquaintance doubted her new mission. Young people, they said, would not be drawn to a manual that offered advice and talked about the power of positive thinking.

 Eleven years later, Crittendon is still proving the naysayers wrong. Her first book, Girl In The Mirror, A Teen’s Guide To Self Awareness, sold more than 20,000 copies and impacted the lives of countless middle school and high school girls in Detroit and beyond. Now the self-proclaimed, youth motivational speaker is taking her teens-with-a-good-attitude movement a step further.

 In her latest effort, Life Is A Party That Comes With Exams, she’s reaching out to guys as well as girls – ages 13 through young adulthood. It’s not an ordinary task but then, Life Is A Party is not an ordinary book. This time around, Crittendon uses video game imagery, sports, music and dancing to attract the attention of today’s high tech generation.

Her chapter titles include “Stop Hating and Start Playing,” “Dance To Your Own Beat,” and “If You’re So Cool, Why Are You Playing Follow The Leader?” Her message is just as lively. For instance, she writes:

“Words and thoughts are so powerful …they are like electrical forces, creating and attracting all that you think and feel. “ And she writes: “You’re not behaving responsibly when you let anger rush into your mind like a burglar and kick in the doors that lead to your common sense.”  Or, as she puts it: “When we’re moving ahead in either life or a race, we’re zooming. Our adrenalin is flowing, our hearts are beating furiously.  At a time like that, we can’t afford to get lost in thought about things that don’t matter, can we? The only thing that matters is that we keep our eyes on our own road. That means your road. That means your lane.”

So far, the book is a hit among those who have read it – young and old. Teachers, students and parents have given it two, big thumbs up. Ebony Magazine calls it a “wonderful way to subtly reinforce, savvy life lessons” and TV Judge Greg Mathis describes it as an “upbeat way to teach the principles of success.”

 As for Crittendon, the former Detroit News staff writer and past editor of the NAACP’s Crisis magazine says she’s throwing verbal lifelines to 21^st century urban youth: the proverbial bullies, the outcasts and the troubled kids, as well as honor students and emerging leaders. Her goal? To get young people to believe in their own personal power.

“No one thinks inside of your mind but you,” she tells them. “Think whatever you want. Don’t let others tell you who you are or what you can or can’t do.”

Flavor Flav’s Chicken &  Ribs in Sterling Heights, MI is being sued by its landlord for back rent. According to the owner, Flavor Flav have not paid rent since it opened last December.

Flavor Flav how you going to not pay any rent on your business?

This is the last of the 3 friend chicken and rib joints owned and operated by Flavor Flav. The first joint opened in his hometown in Iowa went out of business in 2011 while the Vegas location closed for business in 2012.

TMZ obtained court documents that says the Michigan location is on its final leg unless Flavor Flav cough up $25,000 which will include back rent, late fees, and damages.

Court records show that the Chicken and Rib joint was late in making its monthly payments of $3,500 back in September and October 2012 and they stopped making payments altogether in November.

The landlord warned the restaurant about its problems back in January and now he’s seeking the help of a judge to get Flavor Flav out of the door.

Flavor Flav insists that he is working on it. He says,

Area H.S. Students Depart June 16 for 2-Week Trip to Historic Sites of Civil Rights Movement

Detroit, Mich., – On June 16 a group of 37 local and out-state high school students will depart by bus for a two-week tour in the Deep South visiting historic sites related to the 1960s civil rights struggle. Sponsored by the Michigan Coalition for Human Rights (mchr.org), the 2013 Freedom Tour will stop first in Atlanta at The King Center for four days of non-violence training. After that, the group continues on to Alabama and Mississippi to visit numerous locales and institutions, including the Rosa Parks Museum, Freedom Rides Museum, Birmingham Civil Rights Institute, Tuskegee Institute and a walk across the famous Edmund Pettus Bridge.

In the early 60s the original Freedom Riders and their civil rights activist contemporaries challenged the racial segregation practices which existed throughout the Deep South. Their courageous non-violent protests focused the nation’s attention on racial inequality and built understanding and support for the American civil rights movement.

“This trip provides a unique opportunity for these young people to experience the remarkable history of the civil rights movement first-hand. In addition, it will teach them about the importance of tolerance, human equality and justice – ideas that are just as relevant today as they were 50 years ago,” said Cary McGehee, chair of the Coalition and one of the trip’s chaperones.

Wayne County Circuit Judge Lita M. Popke sided with mayoral contender Tom Barrow, who challenged Duggan’s candidacy along with labor activist Robert Davis. They argued that Duggan had not lived in Detroit for a full year by April 2, the day Duggan turned in nominating signatures to make the ballot.

Duggan’s camp did not argue the date he moved into the city, but said the date of his candidacy should be considered the later date of May 14, the city’s filing deadline for candidates to make the August ballot.

The icon Martin Luther King, Jr. with Tony Brown, coordinator of what

was reported by Business Week magazine as “the largest civil rights march in

history” that drew between 250,000 – 500,000 in Detroit, Michigan on June

23, 1963. It is believed to have been the first event at which the great civil

rights leader delivered his famous “I Have A Dream” speech. The Detroit

event took place 66 days before he repeated the now-famous “I Have A

Dream” performance at the March On Washington spectacle in D. C. on

August 28, 1963 that drew an estimated 250,000.

In an interview on “First Shift With Tony Trupiano,” Duggan’s committee chairman Conrad Mallett Jr. made misstatements about multiple aspects of an organizing drive initiated by DMC nurses in 2007. The drive was supported by the Michigan Nurses Association, other unions and a broad coalition of community members and organizations, faith leaders, and local and state elected officials.

Here are some of the inaccuracies that Mallett, who is currently a chief administrative officer at DMC, made on the Tony Trupiano show today:

Duggan campaign falsehood: DMC was “not resistant” to the DMC nurses’ efforts to organize

Truth: DMC administration, led by Duggan, waged a sustained campaign of intimidation, threats and misinformation against DMC nurses, leading to Unfair Labor Practice charges and involvement of the National Labor Relations Board. Hostile administration actions against nurses included surveillance, retaliation, interrogations and banning pro-union literature while sending excessive amounts of anti-union propaganda to nurses’ homes.

Duggan campaign falsehood: “The employees turned the nurses’ union down”

Emergency Manager Kevyn Orr has scheduled a public hearing for Monday evening 6:30 at the Wayne State University Law School Auditorium.

And he has a closed session for next Friday morning at the Westin Hotel at Detroit Metro Airport to meet with creditors.

He is expected to tell them they need to take major cuts to help the city resolve a $15 Billion long term deficit.

The creditors include Wall Street, Detroit City unions, two pension funds and a retirees’ group.

DETROIT – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is offering a reward of up to $5,000 for information leading to the arrest and conviction of those responsible for the burglary and theft of 22 firearms from Action Impact located at 25992 West Eight Mile Road, Southfield, Mich. The National Shooting Sports Foundation (NSSF) will also match any reward paid by ATF for a potential overall reward of up to $10,000.

On June 5, 2013, at approximately 4:30 a.m. surveillance video at the store reveals that two individuals used a box truck to ram and penetrate the exterior wall to gain entry and steal 22 handguns.

Southfield Police Chief Eric Hawkins said that “our primary goal is to recover the stolen weapons to ensure that they are not used to harm anyone.  I am confident that someone in the community will provide us with information that will not only help us locate the weapons, but lead to the arrest and convictions of the perpetrators of the crime.”

WASHINGTON – Congressman Dan Kildee (MI-05) today welcomed news that $100 million in federal funds will be freed up for five Michigan cities – including Flint and Saginaw – to clean up neighborhoods and remove blight. Since taking office, Congressman Kildee has worked tirelessly to secure the Hardest Hit Funds (HHF) for Michigan to address vacant and abandoned properties in communities, both working directly with the U.S. Department of Treasury and also introducing legislation in Congress.

“Today’s announcement that Michigan will receive $100 million in federal funds to clean up blight in communities across the state is welcomed news,” Congressman Dan Kildee (D-Flint) said. “Freeing up federal money to revitalize and invest in cities, including both Flint and Saginaw in my congressional district, will strengthen neighborhoods and unlock greater opportunity for all homeowners. Since being sworn into Congress, one of my top priorities has been to secure this money to ensure cities and towns have the resources necessary to remove and repurpose abandoned homes. I’m pleased that the partnership between my office, the State of Michigan and the Treasury Department has resulted in millions of dollars in much-needed funds.”

In March, Congressman Kildee sent a letter to U.S. Treasury Secretary Jack Lew, asking the Treasury Department to expand the use of HHF, as they did today, for the removal of vacant and abandoned property.

In the letter, Congressman Kildee said, “I urge you to speedily move to approve MSHDA’s proposal, the best course of action for Michigan and U.S. taxpayers.”

As the law was previously interpreted, it was unclear whether state housing authorities, including the Michigan State Housing Development Authority (MSHDA), could use portions of the federal HHF dollars for the demolition of residential properties. The HHF was created in 2010 to aid states most impacted by the recent economic crisis.

In April, following his letter, Congressman Kildee introduced H.R. 1550, the Revitalize America Act, which provided a legislative solution to reallocating the HHF dollars for Michigan and other hardest hit states. His bill sought to free up to 25 percent of the resources under the program to demolish and repurpose vacant units.

Last month, Congressman Kildee also hosted a meeting at the U.S. Capitol with U.S. Treasury Department officials, including Assistant Secretary Tim Massad, to discuss updates regarding funds for Michigan and other states.

According to 2010 data from the U.S. Census Bureau, it is estimated that there are 5,846 vacant residential units in Flint; 40,597 in Detroit; and 2,748 in Grand Rapids.

Previous studies have shown that removing blight and abandonment in cities like Detroit, Flint and Saginaw leads to greater economic opportunity for communities. According to a two-year study by the Land Policy Institute at Michigan State University, $3.5 million of demolition activity in Flint unlocked $112 million in improved property values for surrounding homeowners. Additionally, by removing abandoned properties in the community, crime and arson rates are reduced.

Congressman Kildee has an extensive background in housing policy and land use issues. In 2002, as Genesee County Treasurer, he founded the Genesee County Land Bank – Michigan’s first land bank – and served as its Chairman from 2002 until 2009. The Land Bank, which continues to help stabilize neighborhoods and redevelop abandoned properties in Michigan, is responsible for over $100 million in redevelopment in Flint. Congressman Kildee’s successful land bank model has helped to inspire nearly 100 other communities to start similar models to help create opportunity and foster development, including in Cuyahoga County, Ohio, Syracuse, N.Y., and Fulton County, Ga.

Many would assume that a city with nearly a million residents has no problem attracting major grocery store chains, but in 2003 Detroit watched its last mainstream grocer, Farmer Jack, close its doors for good. Yes, 2003 was not a typo, it has been over 10 years since Detroit had a mainstream grocer. Since then many Detroit residents travel to surrounding cities to purchase fresh produce, while others were left with making due at the closest convenience store.

On Wednesday, June 5 Whole Foods opened it’s doors at Mack and John R in Midtown Detroit.

“There were a lot of people who were nonbelievers in terms of what it takes to bring our city back,” Mayor Dave Bing told the hundreds of people in the crowd. “And today is just one small step of making sure that the dreams and the visions that we have for our city can become a reality.”

While many investors have been skeptical, Whole Foods has opened the minds of other large chain grocers to invest in Detroit. In the near future, Detroit residents will have a variety of options including Meijer and Papa Joe’s.

Detroit’s Emergency Manager Kevin Orr was doing all right until he obviously, to some, “stepped outta line.” Talking about a Pandora’s Box being opened, here is one. If ever there was a case of political hypocrisy and blatant demagoguery, it is in the State of Michigan by those who originally cheered for and legislated into action Michigan’s new misguided Emergency Manager Law.

As cries of, “how dare you even consider selling our art” are loudly heard throughout the state, with threats of no new art for Detroit in the air, it’s now on and popping. The behavior, and verbal (dare Isay it protests), of many ought to at least be consistent with those who have declared the unfairnessof this process from day one.

The great French writer of “Democracy in America,” Alexis de Tocqueville must be leaping in his grave. As he said years ago, “The surface of American society is covered with a layer of democratic paint but from time to time one can see the old aristocratic colors breaking through.”

Everyone heard Kevin Orr and Governor Rick Snyder (the real Emergency Manager) both declare that everything was on the table in order to bring the City of Detroit back to financial stability. No they didn’t just say cutting workers’ salaries, health care, pension benefits, police and fire, or selling Belle Isle and the Water Department. In my neighborhood “everythang means everythang.”

Randy Richardville, Republican leader from Monroe, the great champion of Emergency Managers, who pushed hard for an Emergency Manager for the city of Detroit and helped to craft the Emergency Manager Law, now has a major problem. His problem lies in the fact that the Emergency Manager has said that everything must be on the table. Even Picasso, Renoir, Van Gogh, Rembrandt and all the other fellas and ladies on the walls of the DIA. Mr. Richardville has now introduced an amendment requiring art museums to follow the standards of public trusts governing museums

such as the DIA. This was done faster than a speeding bullet, more powerful than 2.3 million Michiganders who said

no, and he was able to leap over democracy in a single night.

Richardville even said at the recent

Mackinaw Conference, “We can’t let somebody take our best stuff away.”

Lord have mercy! As the saying goes, everybody wants to go to heaven, but nobody wants to die–hmmm. It’s all right to take the Water Department. It’s all right to take Belle Isle. It’s all right to take our voting rights. It’s all right to damn the people but at the same time long live Picasso! I like good art just like everyone else. As a matter of fact, I supported the recent millage along with the members of my church and the people throughout Wayne County. We believe in protecting the jewels of Detroit. Yet we also believe in protecting the rights of the people, preserving families, creating jobs

and ensuring our right to vote for our own elected officials.

I’m told that the high talk at Mackinaw Island wasn’t on the subject of who would be the next Mayor of the City of Detroit or the educational achievements of the students in the Detroit Public School System, rather it was on keep your hands off of our art. This does not sound very much like shared sacrifice to me. It does not sound like everyone is at the same table to me. Why must the pain and the sacrifice always be made by the poor and those not wealthy enough to impact and influence those political leaders who have the authority to make laws governing their lives? Many of the same people who were high-fiving when Kevin Orr was brought into Detroit by the Governor and Andy Dillon are now turning a thumbs down on his work. This has a potential to create one of the most visible and wide spread divisions within our community. It is a visible indication of those who are not concerned about the creation of two communities. Those

communities are one of the haves and the have-nots. Many will say that they are already here.

At this kind of political chicanery and hypocrisy, selectivity does nothing but widen the breach of race, class, and culture. It is an example of an arbitrariness and capriciousness of intent on the part of those who put art over people, material things over spiritual values, and culture over civility. This does not mean that I do not support the arts. My home and my church are both filled with representations of cultures and art from more than one source. But I am not willing to declare that in a war of economic survival, art on the wall and animals in the zoo must be preserved. Certainly

not at the expense of the Water Department and the iconic family area of relaxation and celebration known as Belle Isle. Surely Michigan can do better than this. This is why we must look to real alternatives to stabilize our economy, bring in new revenue, and to draw in new citizens to our city.

As the cloud of bankruptcy hangs over the head of the City of Detroit, let us realize that every time we announce these kinds of measures, people who would contribute to Michigan pull back. When an Emergency Manager was first appointed for the City the word was who would want to invest in the City of Detroit now? Well guess what? As the potential for the selling of art in the DIA was announced, the word is who would want to donate their art work to the DIA now?

Shades of Marie Antoinette, to whom many attribute the infamous words,

“Let them eat cake!‘

Perhaps she has come back now to sit on the throne here in the State of Michigan.

The focus of the column is Dawsey’s assertion repeated again and again throughout that the loan in question was a loan from the “cash-strapped” DPS Detroit Public Schools to the Education Achievement Authority.  That is not true.  The loan was made to the EAA through the Michigan Finance Authority.  Every year the authority arranges loans totaling $600 to $700 million for several hundred of school districts all over the state under their State Aid Note Program to help them work through cash flow issues.  This was one of those routine loans.

Because the EAA is not codified in state law as a school district, the loan was made through DPS, which forwarded the state money to the EAA.  It was a pass through.  The loan did not involve a dime of DPS funds.  In fact, DPS was paid processing fees of more than $168,000 fee just to process the loan.  The loan is being repaid on schedule and will be fully repaid in July.  DPS does not have to worry about being stuck with the loan because the payments come directly out of the EAA’s state school aid payments.

So when he asks, “Why not go directly to the state itself for the cash?” he is in fact endorsing the approach that was taken.  The loan was entirely State money through the Municipal Finance Authority, not DPS money.

Unsurprisingly, John Covington tells half-truths and bald-faced lies.

First off, the loan to DPS came from a bank, not the state. Interest accrues and payments must be made. How isn’t that a loan?

That DPS took out the loan — rather than lend EAA money directly from its accounts — is immaterial since DPS is on the hook for the loan.

EAA doesn’t start paying on the buildings until August. So far it hasn’t paid a nickel. My column doesn’t say it wouldn’t ever have to pay, but that they got into the buildings for next to nothing. That’s true.

Also, taxpayers who agreed to refurbish and build schools did so with the express intent that that money be used for DPS schools, not EAA experiments. That was my point, not what Covington suggests in his disingenuous misinterpretation.

I stand by what I wrote.

“The presence of an Emergency Manager should not dampen the spirit of Detroiters on selecting their local elected officials,” says Yvette McElroy Anderson, Field Director, Fannie Lou Hamer Political Action Committee.  “It is our hope that these voter forums will provide the best and most comprehensive information to help voters make informed decisions.”

The collaboration is a part of the organizations Voter Education Initiative Network (VEIN).  VEIN was formed in 2012 and seeks to provide voter education to the community.  This partnership seeks to empower and encourage voters to stay engaged in the electoral process.

“ Everyone should care about voting,” says Baye Landy, Assistant Coordinator, Black Slate, Inc.  “The City Council and Police Commissioner forums apart of our VEIN initiative will be the life blood voters need to get energized and involved for this 2013 election cycle.”

In 2009 City of Detroit Voters decided to elected City Council members from seven districts and only allow two at-large seats.  Additionally, in 2011 voters elected to approve the changes to the City Charter that would allow for seven of the eleven Board of Police Commissioner seats to be chosen by districts as well.

“We stand ready to help voters as we begin to elect our officials by district” said Lamar Lemmons, Co-Founder, Eastside Community Slate.  “The decisions made by these lawmakers have an impact on our everyday life and our engagement in this process sends a clear message to them to respect us as voters.”

The most obvious explanation for this entrenched disparity is racial discrimination. But in my research I have found a somewhat different culprit: favoritism. Getting an inside edge by using help from family and friends is a powerful, hidden force driving inequality in the United States.

Such favoritism has a strong racial component. Through such seemingly innocuous networking, white Americans tend to help other whites, because social resources are concentrated among whites. If African-Americans are not part of the same networks, they will have a harder time finding decent jobs.

The mechanism that reproduces inequality, in other words, may be inclusion more than exclusion. And while exclusion or discrimination is illegal, inclusion or favoritism is not — meaning it can be more insidious and largely immune to legal challenges.

Favoritism is almost universal in today’s job market.

There’s no question that discrimination is still a problem in the American economy. But whites helping other whites is not the same as discrimination, and it is not illegal. Yet it may have a powerful effect on the access that African-Americans and other minorities have to good jobs, or even to the job market itself.

Nancy DiTomaso, the vice dean for faculty and research and a professor of management and global business at Rutgers Business School, is the author of “The American Non-Dilemma: Racial Inequality Without Racism.”

I know Mayor Dave Bing is still thinking about whether he will seek re-election this year, and there are a number of issues — personal and professional — that he is considering before he decides.

Me? I think he ought to run, because I think this city needs him in the mix of candidates for the upcoming campaign.

Be clear: I’m not endorsing him for a second term. We’re not nearly at that point. I’m not even saying I think he could win. There’s no other way to describe Bing’s first four years than as a disappointment, and the hurdles he would have to clear to win a second term — including building a political campaign from scratch because he hasn’t maintained much of a political presence — would be formidable.

Weapons surrender program, made possible through public-private partnership, designed to reduce local gun violence

DETROIT – May 1, 2013 – Getting guns off the street to make local neighborhoods safer is the goal of the “Groceries for Guns” event taking place on Saturday, May 18, 2013 from 10 a.m. to 2 p.m.  The weapons surrender program, at the New St. Paul Tabernacle Church of God in Christ in Detroit, will allow those interested in surrendering any type of unloaded gun to do so with no questions asked.  In exchange, individuals will receive a $50 gift card to Meijer for each gun turned in.

“Groceries for Guns” is sponsored by Southfield-based personal injury law firm, Goodman Acker, P.C., and made possible through a public-private partnership with Wayne County Executive Robert A. Ficano, Wayne County Sheriff Benny N. Napoleon and Bishop P.A. Brooks.

“Like so many others, my partner Barry Goodman and I, just have had enough of the gun violence that is claiming lives and destroying families and communities,” said Gerald Acker, founder and senior partner of Goodman Acker, P.C.  “Fortunately the leadership of Wayne County shares our frustrations, and is helping to make our vision of fewer guns on the street a reality.  We can’t save the world, but if this program can help save just one life, it’s certainly worth it.”

“Gun turn-in programs have proven to be successful across the country, and we are pleased to be part of this unique public-private partnership in Detroit,” said Wayne County Executive Robert A. Ficano. “Our goal is to encourage people to bring in unwanted guns, which will be a positive contribution to making our homes and neighborhoods safer,” Ficano continued. “I appreciate the commitment of the Goodman Acker firm, Sheriff Napoleon and Bishop Brooks for joining me in this important initiative.”

“Gun violence is taking a tragic toll on our communities.  Reducing the number of guns that wind up in the hands of those who use them illegally is an important step toward decreasing the crime that has us all fearful,” said Wayne County Sheriff Benny N. Napoleon.  “If you know of or have a weapon lying around, turn it in.  That one small move will make a world of difference in our neighborhoods.”

“Groceries for Guns” will operate on a first-come, first-served basis until all of the available gift cards have been distributed. New St. Paul Tabernacle Church of God in Christ is located at 15340 Southfield Service Drive (just north of Fenkell) in Detroit.  The event will take place in the church gymnasium, and will be staffed by a strong contingent of Sheriff Deputies and volunteers from the Offices of the County Executive, Sheriff’s Department and Goodman Acker, along with members of New St. Paul Tabernacle.

Enrollment declines persist, but Roberts, the state-appointed emergency manager, said he has accomplished all he could and is leaving DPS with a road map to eliminate the remaining $76 million in deficit. Roberts, now 74, will step down when his contract expires May 16.

He said that because of the progress, along with the announcement in April of a five-year strategic plan to retain and recruit students, he expects the financial emergency will be over in the next three years.

“Financially, we still face serious challenges, but we are improving,” Roberts said. “The deficit-elimination plan says we’re going to get rid of the deficit at the end of the 2015-16 school year — and we’re on track for that — and get out of here and turn (DPS) back over to the local people to run it.”

Gov. Rick Snyder, a Republican, appointed Roberts, a Democrat, to run DPS in May 2011 for one year, then reappointed him last year. Snyder has not committed to a time line for when he will announce Roberts’ replacement.

Maybe DPS emergency manager Roy Roberts didn’t break any laws by borrowing the money through a state finance authority.

And maybe mayoral candidate Mike Duggan, who serves as secretary of the EAA board, really didn’t know anything about the loans until he learned about them from a constituent, which he claims.

But there’s still plenty wrong about a deal in which a cash-strapped DPS, itself in the throes of a financial emergency that the overmatched Roberts is doing his best to wallpaper over, coughs up so much money to keep the state’s shaky, experimental school district afloat.

The Detroit News: Administrators at the Education Achievement Authority took $6 million in loans from the cash-strapped Detroit school district without approval from EAA board members, according to the secretary of the recovery district’s board.

Mike Duggan told The Detroit News on Thursday he learned of the secret loans from a constituent Wednesday night, but he never heard of the loans at monthly EAA board meetings, which he says he regularly attended.

“The board has never approved a loan from DPS. I’m pretty confident the board was never advised of it, either,” said Duggan, who is running for mayor of Detroit.

The loans came to light this week in documents obtained by state Rep. Ellen Cogen Lipton through a Freedom of Information Act request.

The EAA is a newly formed statewide school district created by Gov. Rick Snyder to take over the state’s lowest performing schools. All 15 EAA schools are former Detroit Public Schools.

“I think it’s very troubling, and it raises questions about transparency. The finances of DPS and EAA need to be kept separate; a lot of board members feel that way,” Duggan said.

As Rep. Ellen Lipton, D-Huntington Woodfs, rightly asks about these loans: “How does that further stabilize an already compromised school district?” DPS even gave the state district school buildings that were newly renovated with bond money voters had earmarked for Detroit education.

Chastity Pratt-Dawsey Reveals DPS really loans $12 million to the EAA

In a Deadline Detroit interview, state Sen. Bert Johnson, D-Highland Park, called the EAA a “failed enterprise” and said it’s time to scrap the alternate district. “The EAA has no ability to legally draw in public dollars,” explains Johnson. “It’s why the state and governor started them under the premise they’d use philanthropic funds to push their program.

“They don’t qualify for state funds since they aren’t in the school code. That’s what they’re trying to change, but right now the EAA isn’t eligible. Also, since the truth about EAA has hit the fan, some of the philanthropic organizations have backed off. So now the state has been forced to pony up money in the form of loans so that this district could stay afloat.”

Will the hustle only grow? Given that state legislators narrowly voted in March to expand the EAA to cover schools outside of Detroit, how much more of a burden will the EAA be on Detroit’s finances? Would other districts that are sucked in to this experiment be expected to pay for the EAA’s shortfalls, too? Will Detroit be forced to cover even more poorly thought-out “reform” measures as the EAA grows?

And the concerns about oversight that many citizens have raised clearly aren’t empty worries. After all, how’s it possible for a loan this large slip by Duggan and the rest of the EAA board? And how much due diligence is the board really putting in in 45-minute meetings that, to many, amount to little more than rubber-stamp sessions?

Duggan says he’s “pretty confident” the board was never advised of the loan, but the utter lack of transparency at the EAA makes it hard for taxpayers to be sure.

Secret multi-million dollar loans adding to the burden of the cash-poor Detroit district; outright lies from Roberts about educational improvement at DPS; an EAA chancellor with a dismal record of achievement — the state sold Snyder’s plan for education reform on the grounds that it would be financially efficient and educationally effective for Detroit school kids. Instead, we get questionable financial decisions, continued classroom mediocrity and publicly opaque operations.
